About

Carl and his family moved to the Daytona Beach area in 1956. He graduated from Seabreeze High School. He earned a Bachelor of Arts degree in Elementary Education from the University of Central Florida and a Master degree in Educational Leadership from Stetson University.

After teaching for five years, Carl was promoted to become the assistant principal at R.J. Longstreet Elementary School where he served for three years.

At the age of 35, Carl began his principalship tenure in Volusia County.

He continued to serve as a principal for 27 years, including thirteen years at Tomoka Elementary School and seven years at Ormond Beach Middle School.

In 1995 while Carl was the principal of Tomoka Elementary, he was elected to the Ormond Beach City Commission. Carl served as a City Commissioner and Mayor for seven years.

In 2004, Carl was selected as the Volusia County Schools Principal of the Year. He became the principal of Ormond Beach Middle School and was elected to the Volusia County Council, District 4. In 2008, Carl was re-elected to another four year term, without opposition.

In 2014, Carl was appointed to serve as a Commissioner on the Daytona Beach Racing, Recreation, and Facilities District. He served for eight years.

In 2016, Carl was elected to the Volusia County School Board and was re-elected in 2020. Carl was the Chair of the school board during 2019.

Carl also serves as a member and was the former Chair of the Central Florida Public School Boards Coalition. The organization includes school board members and superintendents from fourteen counties.

Currently, Carl serves on the Volusia County Value Adjustment Board and is the Legislative Contact for the Volusia County School Board.

Susan, Carl’s wife, also served as a principal. She is serving a third term as the Ormond Beach City Commissioner for Zone 3.  In 2018, Susan and Carl were recognized by the Florida Elks Association as the Humanitarians of the Year.

In 2023, Carl was the recipient of the Community Service award from the Wanda and Janice Wilson Foundation.

Susan and Carl have two wonderful children, Karen and Clark, amazing  son-in-law, John and daughter-in-law, Mallory, three precious grandchildren, and two spoiled cats. 

Carl enjoys music, being with friends, traveling with Susan, going out to eat and most importantly, serving the children and families of Volusia County.

As a school board member, Carl said, “My goal is to help all children reach their maximum achievement level, to ensure all students are prepared for the world of work and responsible adulthood, and to make Volusia County Public Schools one of the best educational districts in America.”
